What are cookies?
Cookies are text strings that websites visited by users (known as “publishers” or “first parties”) or other websites or web servers (known as “third parties”) place and store on the user’s device (computer, smartphone, tablet), so that they can be sent back to those same sites upon the user’s next visit. Cookies simplify and speed up users’ access to websites, as they store certain information about the users that no longer needs to be retrieved and processed by the devices after the first visit. Cookies also simplify the use of certain web services: for example, they can be used to track items in an online shopping cart or the information used to fill out an online form.
Cookies can be categorized based on their use (or purpose) as follows:
- Technical cookies: These are used to facilitate navigation or to provide a service requested by the user. They are used solely for the purpose of “carrying out the transmission of a communication over an electronic communications network, or to the extent strictly necessary for the provider of an information society service explicitly requested by the contracting party or the user to provide that service” (see Art. 122, paragraph 1 of the Code).
- Profiling cookies: used to attribute specific actions or recurring behavioral patterns in the use of the offered features (patterns) to specific, identified, or identifiable individuals, for the purpose of grouping different profiles into homogeneous clusters of varying sizes, so that the data controller can, among other things, tailor the provision of the service in an increasingly personalized manner beyond what is strictly necessary for the provision of the service, as well as send targeted advertising messages, that is, in line with the preferences expressed by the user while browsing the web.
- Analytics cookies: These are equivalent to technical cookies and other identifiers if: “they are used solely to produce aggregate statistics and in relation to a single website or a single mobile application; for third-party cookies, at least the fourth component of the IP address is masked; third parties refrain from combining analytics cookies—thus minimized—with other data (such as customer files or statistics on visits to other sites) or from transmitting them to additional third parties. However, third parties are permitted to produce statistics using data relating to multiple domains, websites, or apps that are attributable to the same publisher or business group” (see Annex No. 1 to the provision of the Italian Data Protection Authority No. 231 of June 10, 2021, “Guidelines on Cookies and Other Tracking Tools”).
In addition, cookies are classified as follows:
- First-party cookies: These are sent directly by the website you are visiting.
- Third-party cookies: These are sent by third-party companies present on the website you are visiting through specific codes that have been included to integrate additional features into the site.

ShinyStat Free with anonymized IP – is a web analytics service provided by Shiny S.p.A. (Sevendata S.p.A.). The service is used by website owners to collect statistical information in an aggregated and anonymous form about the number of users and how they visit the site.
